Youth Parliament Pakistan: Fourth Session Ends
Local government system could only be empowered by disallowing hindrances caused by the traditional bureaucratic system

Islamabad: May 10, 2009: Local government is the best to empower the democracy at the grass root level, said Mr. Daniyal Aziz, former MNA and Principal Advisor of Governance Institutes Network International - GINI while addressing the fourth session of Youth Parliament Pakistan 2008-09.

The local government is threatened by the traditional bureaucratic method of governance and its efforts and attempts of power snatching, causing hindrances in the smooth functioning of the local government system. The power is meant for the people and thus public representatives like MNA’s and MPA’s are the people who can demand and use the powers while civil servants are not there to rule, they are there to provide good governance.

Mr. Muhammad Hamid Hussain (YP09-FATA02) moved a resolution that local government Ordinance 2001 should be presented before provincial assemblies for review and decentralization should be from Federal to Local level. The Resolution was rejected.

Mr. Zameer Malik (YP50-SINDH02) moved the resolution that the upcoming Local Government Elections should not be conducted on Non-Party basis and Political Parties should be allowed to run for Local Government Elections. The resolution was passed unanimously in the house.

Mr. Waqar Nayar (YP05-BALOCHISTAN) & Mr. Abdullah Zaidi (YP53-SINDH05) moved the resolution about the haste with which the peace agreement was scrapped. They said its believed that once an accord was signed, all possibilities should have been explored and more time should have been given, before resorting to an all out action. The resolution was passed.

The Youth Parliament Pakistan is initiated and facilitated by PILDAT. Patterned after the National Assembly of Pakistan, the Youth Parliament Pakistan consists of 62 young men and women. The Youth Parliament follows its own two-Party System, an elected Leader of the House or Youth Prime Minister, Leader of the Opposition, a Youth Cabinet, a Shadow Cabinet and Standing Committees. There are two mock parties: The Blue Party (Liberal) and The Green Party (Traditional). The Blue Party is advised by Dr. Donya Aziz, MNA and co-advised by Ms. Tehmina Dasti (former MNA) while Green Party is advised by Engr. Khurram Dastagir Khan, MNA and the co-party Advisor Ms. Anusha Rehman, MNA.
